... You know the one. Poorly dubbed. Rubbish FX. Unrealistic story.
For me, one instantly comes to mind, it has to Belly of the Beast starring Steven Seagal. The worst acting in acting history and totally rubbish fight scenes but I can't help enjoy when it's on.
I must admit, I do have that one in my collection but almost any film with Steven Seagal is exactly the same.

Low-Budget Si-Fi.... I'm sure this was the one with the giant Tomato Aliens in the corridors and the AI bomb that was challenged with philosophy.
edit: Yea, there's a trailer on IMDB.... I forgot the final surfing scene!

Another movie that comes to mind is Starship Troopers. Man, I love that film.
