thanks man what batteries would you recommend? I have some rhino 360 ones but there a bit big and unreliable

360mah batteries are a little on the large side for an ant - 180mah is the most people tend to use outside of drive-all-day robots. I've always used the Hyperion packs from Micron (usually 2S), but there's a lot of different packs out there that are suitable.

I need some help with making it legal what should I use to turn it on and off externally could I just use the battery plug or is that considered internal?

All you have to do is make the battery plug accessible, whether this is having a duct taped flap or designing it so it is easily in reach, as long as you don't have to undo any screws or such like to reach it.

Battery plug is fine as long as you can unplug it without taking the robot apart.

would taking the top of it off count as braking it apart? any other ways of turning it off I can get e.g switches or buttons.

It's fine as long as it doesn't require any tools and can be done in under ~10 seconds... Switches are also fine.
