Yes Carbon/PLA should be the same but it is abrasive and will wear the nozzle faster than normal PLA. I haven't tried it myself just using PLA for now, but I do use the Hackspace printers sometimes they have ruby nozzles which are wear resistant.

Sounds like overkill cnc for such a simple part, you can probably make it with mostly hand tools out of the right thickness of polycarb. As a quick tip: materials which cannot be laser cut, either stick some masking tape, then laser etch the design, or just print out the design on paper and stick it...

I think it's yes - related to physics, but also the more mundane - availability of parts. The hydraulics which some heavies use, are somewhat tricky in Antweight.
