It is possible to build something in less than three weeks. I built the first version of Plan B in a little over a week with no design other than 'it looks about right'. Just keep the design simple and leave plenty of space for wiring because wires are sneaky dear and always seem to take up more spa...

The 30mm is including the tyre, I just measured a couple and its about 31mm to the edge of the treads.
I have found that it is often easier to score polycarbonate with a knife and snap it, rather than using scissors.

Another alternative are these: https://www.dfrobot.com/product-1487.html They are relatively cheap, I got mine from a Polish electronics supply website, and you don't have to solder directly to them if you have the right connectors.
