i have shed loads of lego from years ago
i know that the wheels are used alot i plan to do the same but,
are say the long arms that are prebent allowed in a competion?
or do we have to make the flipper arms ourselves etc?

you can use what you like mate, just as long as it fits in the 4"cube and is 150g or under :D

it won't be made completely out of lego as it would probably get battered by somekind of spinner
also does it need to have a switch or just be able to detach the battery from the receiver?

You do need some way of deactivating the robot from the outside, but I've never had any trouble with having the battery connectors accessible from the sides.

Is there any point in speed hacking a servo if it's a micro one?
I want it to be pretty speedy but will it be too quick?

If it's any smaller than a Naro Max I wouldn't bother. The small 9g servos tend to lose too much torque.

It is not quite that simple the normal way of speed hacking is removing one of the intermediate gears so you lose 2 gear reductions normall about 3:1 each so it goes 9 times faster.
As normal in physics you don't get something for nothing so you reduce the torque by a factor of 9:1.
With micro servo's you don't have much torque to start with so you will have virtually no pushing power.
